Tauzin-Dingell: Telecom's Mason-Dixon Line

TelecomBiz.com examines the Broadband Deployment Act of 2001 (H.R. 1542), also known as the Tauzin-Dingell bill, in a Special Report published September 2001. Scott Draughon is featured in the article, which attempts to sort out the legislative issues incumbent carriers and their competitors have regarding broadband services and long-distance voice market.

If Congress rejects Tauzin-Dingell, Draughon told TelecomBiz.com Editor Jerry LaMartina that the RBOCs are likely to continue to seek legislative resources to reach their goals. He also said that Tauzin-Dingell would open the door for DSL deployment.

Draughon told LaMartina that the CLECs are not likely to be a vibrant player in the telecom industry. He said satellite, wireless, the utilities and cable are the big players.

“If we want the Bells to be a player in broadband, we’ve got to give them Tauzin-Dingell,” Draughon said. “Otherwise, what you’ve done here is you’ve eliminated a key competitor from the spectrum.”
