Scott emphasized the importance of Employer Policy Statements prohibiting music file sharing as well as the liability of the ISPs under the Verizon Case. Scott's comments also underscored the inequity of Pirated music sales, and distinguished the off-shore pirate who downloads copies for sale and the consumer who downloads for personal use.
